Improvement of the disaster prevention system of the Guadalhorce and Guadalteba dams, Malaga

Improvement of the disaster prevention system of the Guadalhorce and Guadalteba dams, Malaga, including optimisation of the instrumentation and automation of the auscultation equipment, implementation of the Emergency Plan and integration of these systems in the Basin Control Centre of the Hydrographic Demarcation of the Andalusian Mediterranean Basins (DHCMA).

The improvement of the existing disaster prevention system of the Gualhorce and Guadalteba dams has required the following actions:
 
• Upgrade and improvement of the control centre, equipment, licences, installations, etc.
• Improvements in monitoring and automation, through drilling and installation or replacement of existing equipment.
• Automation of the dam.
 
The implementation of the Emergency Plan has required the following installations or concepts:
 
• Equipping the Basin Control Centre and Dam Control Centre.
• Implementing a redundant communication system (primary and secondary) linking the agencies and units involved.
• Implementing a warning system for the local population (siren posts in the vicinity of the dam).
• Improvements in the Instrumentation and Automation of the Auscultation System of the dam.
• Training of operating personnel.
• Dissemination of the emergency system.
In parallel to this work, a series of complementary actions required to improve the system have been carried out:
 
• Reinforcement of the waterproofing and drainage of Gallery No. 2.
• Examination of the foundation and materials of the dam body.
• Repair of the wave protection of the upstream face.
• Electrical interventions.
• Implementation of a heliport with restricted use
 
These improvements have also been made:
 
• Improvement 1. Analysis of stability and dynamic deformation from seismic data resulting from a seismic survey.
• Improvement 2. Analysis of potentially expansive concrete pathologies.
• Improvements to the longitudinal and transversal drainage of the road connecting the Guadarranque dam with the Guadalhorce-Guadalteba dam.
